Not necessarily. They're "vintage" plates, replaced by more convenient white ones in the late 1980s, but many people retrofit them into old cars.
Although the mystery becomes somehow denser if the car was imported several years after having been sold new.

I don't know about Portugal, but believe it or not, USDM Escorts have been privately imported into Hungary too. The reason? It's American, so it has to be better. I remember seeing one with a burgundy interior, looked plush as hell, so if you didn't know, and most eastern block people didn't, you could think it was a better car, than the European equivalent.

It turned out pretty quickly it wasn't, so privately importing USDM cars vaned considerably in the mid '90s.
